Statistically, Josh Shipp should be dead, in jail, or homeless. Instead, he’s a nationally recognized speaker, bestselling author, and trusted voice on youth advocacy. Proving firsthand the life-changing impact of one caring adult.
A former at-risk foster kid, Josh’s work was featured in a documentary series on A&E that followed his powerful interventions with youth and families. He’s authored three national bestsellers: The Grown-Up’s Guide to Teenage Humans (winner of the Nautilus Gold Award), The Teen’s Guide to World Domination, and No Matter What: A Foster Care Tale.
Thanks to the support of teachers, counselors, and loving foster parents, Josh was named to Inc. Magazine’s “30 Under 30” and completed his postgraduate studies at Harvard.
Today, he’s a go-to expert for outlets like Oprah, CNN, FOX, The New York Times, Good Morning America, and 20/20—regularly called on to address the challenges facing parents, educators, and child advocates.

Built to Last
In Isaiah 57, the prophet paints a vivid picture of a road being rebuilt, obstacles removed, and a way being prepared. But this isn't about construction. It's about transformation. It's a call to prepare a clear path for God's people to return to Him. When Isaiah says, "Build up, build up. Prepare the road! Remove every obstacle," he is pointing to the deeper work of removing the barriers that keep people from walking closely with God. It is an invitation to make room for restoration, renewal, and lasting hope.
Though these words were written more than 2,700 years ago, their truth remains just as relevant today.
In 1980, God placed that same calling on Joe and Anne Rackley, leading them to step forward and make a difference in the lives of children. Through their faithful obedience, more than 500 children have walked through the doors of Collins. Each life tells a story of what can happen when the way is made clear. Year after year, God has faithfully opened doors for healing, restoration, and relationships that change lives.
Today, that calling belongs to all of us.
It is our turn to carry this legacy forward by building new paths and clearing the way for the most vulnerable and neglected children in Oconee County. Through the unified work of our three programs—RISE, SHINE, and Restoration—we are committed to creating lasting impact that extends far beyond today.
