For 45 years, Collins has stood as a leader in caring for disadvantaged children in our community. More than 500 children have found safety, stability, and hope through our ministry, a legacy made possible by God’s provision and the unwavering support of our staff, volunteers, donors, and friends. In 2018, South Carolina’s child welfare system underwent significant changes following a class-action legal case that transformed how group care is provided. Over the eight years that followed, Collins worked diligently to adapt, overcome challenges, and continue serving children in need. Today, after much prayer and careful planning, our Board and staff believe the time has come to embrace a new model of care that will allow us to serve even more vulnerable children and families.
That vision is called Restoration.
Our Vision for Restoration
Restoration is a comprehensive approach centered on three key initiatives: developing a foster care community, establishing a Family Resource Center, and ultimately becoming a licensed Child Placement Agency.
Phase One: A Foster Care Community
The first phase will transform our existing cottages into a supportive foster care community. This model will help keep siblings together while surrounding foster families with a strong network of support from staff, volunteers, mentors, and fellow foster parents.
By creating a community where families share resources and encouragement, no one has to walk the fostering journey alone. Children will experience the consistency of family life, while having clearer pathways toward reunification, guardianship, or adoption.
Looking ahead, Collins hopes to begin building additional foster homes within the next five years.
Phase Two: A Family Resource Center
The second phase is the creation of a Family Resource Center. For decades, practical support has been at the heart of Collins’ mission.
In just the last three years, we have provided food, clothing, and other essentials to more than 100 local families. The Family Resource Center will expand those efforts by offering material assistance, parenting classes, support groups, and relationship-based encouragement.
Our goal is to strengthen families before challenges become crises, preserving dignity while meeting real needs.
Phase Three: Becoming a Licensed Child Placement Agency
Finally, Collins plans to become a licensed Child Placement Agency by 2029. This will enable us to recruit, train, and support foster families, conduct home studies, and guide children toward permanent, loving homes.
By working alongside both caregivers and children, we can help create lasting family connections and brighter futures.
Our Mission Remains the Same
While the methods may change, our mission remains the same: caring for vulnerable children and strengthening families.
Restoration represents the next chapter in that mission, and we are excited about the impact it will have on Oconee County for generations to come.
